As of 10:00 p.m EST November 8, 2006, the Democratic Party is projected to have gained control of both the United States House of Representatives and the United States Senate in the 2006 United States general elections. MSNBC projects that the Democrats now control 234 seats in the House of Representatives, 16 more seats than the 218 needed to control the House of Representatives as all 435 seats were up for election. In the Senate, where the balance of power is closer, one-third of all seats were up for grab. As of 10:00 p.m. EST, AP and Reuters were projecting that the Democrats had picked up all six seats they needed to retake the Senate, including the seats of incumbents Rick Santorum (Penn.), Lincoln Chafee (R.I.), Jim Talent (Missouri), Mike DeWine (Ohio), John Tester (Montana), and Jim Webb (VA). The Tester victory by less than 3,000 votes was projected at approximately 2 p.m. EST after the State of Montana announced the results of overnight recounts. Democrat Jim Webb has prevailed in that race by slightly more than 7,000 votes, though his opponent has not conceded and a recount may still occur.

That involves improving control of electricity, reducing the consumption, and contributing towards supplying high-quality energy. One of the ways to achieve this is to minimize the load of the building envelope which affects what is called as space conditioning. Space conditioning, which consists of heating, cooling, and introduction of outdoor air, is considered to be the largest energy consumption in a building. It is a system responsible for the heat loss and gain through the building envelope, the unwanted infiltration of outside air, and the buildup of contaminants within the building.To minimize the energy consumption, it requires an evaluation of the insulating capabilities as well as controlled flows of fresh air across the building envelope. Along the process, building loads are reduced. After the load reduction in the building envelope, the next step towards net zero energy buildings is through the use of efficient equipment which focus on space heating and space cooling.Factors to be considered in this part are the design and installation of vapor compression heat pump systems for energy-efficient buildings and the effectiveness of low global-warming potential alternatives for hydrofluorocarbon refrigerants.In the steps mentioned, engineers have a pivotal role in achieving success. They have the responsibility to ensure the effective implementation as well as control maintenance activities.Engineers are also bound to apply preventive procedures to reduce chances of premature equipment failures, to provide for periodic inspection building systems in order to avoid energy emergency breakdown, and to describe overall responsibility for the operation, maintenance, repair, and replacement at the project level.But fulfilling the demands of mixed-use facility can be challenging, considering the structure’s diverse components. Wikipedia founder embroiled in affair and financial allegations

The implosion of a relationship between Wikipedia founder Jimmy Wales and journalist Rachel Marsden has resulted in controversy and international headlines. Associated Press and ABC News have also reported on questionable activity by Wales involving Wikimedia Foundation expenses. The Wikimedia Foundation is a donor-supported non-profit organization which runs Wikipedia.

Marsden had contacted Wales two years ago about concerns she had over the article about her on Wikipedia, and Wales determined the article was not compliant with Wikipedia’s standards. The tech blog Valleywag revealed Wales had a personal relationship with Marsden, and posted supposed transcripts of their instant message conversations on its site, www.valleywag.com. Wales and Marsden met in February, and The Times reported that “An apparent transcript of their conversations before that meeting suggests that, although Mr Wales had withdrawn from the editing process, he was still influencing the editors.” The Times quoted Wales from the chat logs as having stated to Marsden “The truth is of course a much worse conflict of interest than that; but that will do.” — in reference to his conflict of interest regarding Marsden’s article on Wikipedia.

Wales posted a public statement on Saturday on Wikipedia addressing the matter, and stated that his relationship with Marsden was over: “First, while I find it hard to imagine that anyone really cares about my sex life, the facts are: I am separated from my wife. I considered myself single at the time of my one meeting with Rachel Marsden on Feb. 9, 2008 … I am no longer involved with Rachel Marsden. Gossipy stories suggesting that I have been in a relationship with her ‘since last fall’ are completely false … I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.” With regard to the conflict of interest in Marsden’s article, Wales had acknowledged to a team of Wikipedia editors in February 2008 that he and Marsden “became friends … and that we would be meeting about that,” and stated “I recused myself from any further official action with respect to her biography.”

On Sunday, The Canadian Press reported that Marsden had posted photos of herself on Ebay, and was selling items that Wales had left at her New York City apartment. In her Ebay posting, Marsden stated: “Hi, my name is Rachel and my (now ex-) boyfriend, Wikipedia founder Jimmy Wales, just broke up with me via an announcement on Wikipedia … It was such a classy move that I was inspired to do something equally classy myself, so I’m selling a couple of items of clothing he left behind, here in my NYC apartment, on eBay. Jimbo was supposed to come visit me in a couple of weeks and pick up some of his stuff, but obviously that won’t be happening now.” Marsden told The Canadian Press “It didn’t really help matters that Jimmy chose to announce the breakup to the entire world via Wikipedia (which apparently now is an online encyclopedia that doubles as a personal soapbox?) rather than to me directly (which he did much later, in an instant message discussion).”

I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.

Marsden placed a t-shirt and sweater which she said were left at her apartment by Wales up on Ebay, and started the bidding for each at ninety-nine cents, with the auctions set to end on March 12. By Monday, bidding on the t-shirt had reached US$300, and by Tuesday the highest bid had reached $12,200. In an email to The Globe and Mail, Marsden stated “My only focus right now, to be really honest, is on my career and finding a way to get back into print, TV, or radio here in NYC,” she wrote. “All of this other personal stuff is just an unfortunate distraction.”

Jay Walsh, the Wikimedia Foundation’s head of communications, told the San Jose Mercury News that Wales’ actions in relaying Marsden’s concerns about her Wikipedia article to a team of trusted editors was within his “routine” role. When asked by the San Jose Mercury News if Wales’ actions regarding the Marsden article could compromise his role with the Wikimedia Foundation and Wikipedia, Walsh responded “No, absolutely not.”

On Tuesday, ABC News carried a story by Wired News reporter Megan McCarthy regarding allegations of “excessive spending” by Wales, and Associated Press also reported on questions involving Wikimedia Foundation expenses. McCarthy reported that former Wikimedia executive Danny Wool, who had left the foundation last year, criticized Wales’ use of Wikimedia Foundation expenses in a blog post. Wool stated that Wales had tried to expense $300 bottles of wine, a $1,300 dinner for four at a Florida steakhouse, and visits to Moscow massage parlors to the foundation, and that the foundation rescinded Wales’ corporate credit card in 2006. Wool also stated that Wales paid the foundation $7,000, after being short $30,000 on receipts for expenses.

Wool told EPICENTER that “There were occasions where he used [the Wikimedia Foundation] for personal advancement under the guide [sic] of the mission. And, as someone who was in there for the mission part of it, I found that rather distressful.” Wool commented in an interview with the San Francisco Chronicle: “Originally, it was carelessness … But as things developed, it became more apparent and obvious that he was taking advantage of the foundation credit card. It was almost like his personal piggy bank.”

Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.

In an instant message exchange with Associated Press, Wales denied that the Wikimedia Foundation had taken away his corporate credit card, and asserted that he had made the decision to stop expensing business travel for the foundation. Wales highlighted a statement by the foundation’s executive director Sue Gardner: “Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.” In an email to Associated Press, Brad Patrick, a former attorney for the Wikimedia Foundation, stated “Danny seems interested in blogging his way straight to a lawsuit”.

Florence Devouard, who chairs the Wikimedia Foundation, told Associated Press that Wales had been “slow in submitting receipts,” and that the foundation had rejected Wales’ expense at the Florida steakhouse. Devouard told fellow foundation board members in a private email that she had convinced Associated Press that “the money story was a no story,” and told Wales “I find (it) tiring to see how you are constantly trying to rewrite the past. Get a grip!” Wales told Associated Press: “The board, the current executive director, the previous executive director, and independent auditors have reviewed our books and publicly agree that all of my expenses were appropriate and fully accounted for.”

Media reports speculated on how the controversy would end up being represented in Wikipedia itself. On Wednesday, the St. Petersburg Times wrote: “Wales’ Wikipedia page said only this about Marsden: ‘Wales had a brief relationship with Canadian journalist Rachel Marsden.'” An article in The Australian surmised: “History will decide whether Mr Wales broke his own principles, but before that happens there may well be a Wikipedia page devoted to the controversy.”

New Zealand Xtra broadband “unleashed”

New Zealand Internet service provider (ISP) Xtra, owned by telecommunication giant Telecom New Zealand, has today “unleashed” the downstream lines as fast as the line will allow. The speed could reach up to 7 megabits per second. All new plans will allow maximum downstream bandwidth, although upstream bandwidth will still be constrained. The maximum downstream bandwidth previously available was 3.5 megabits per second.

Neither Xtra nor ihug responded to questions sent via e-mail.

Along with the improved bandwidth, two new plans have been introduced. These include the Go Large which has no data cap and the Go Express which offers “fast upstream connection.”

On September 26, 2006 Telecom announced the speed changes and Kevin Bowler, Telecom’s general manager of Consumer Marketing, said: “With maximum speeds customers may find it easier to do things online that are bandwidth-intensive. Some customers will notice a difference in the time it takes to do things like download music… watch video or send and receive large email attachments.”

Xtra says existing customers will be transferred onto the new plans progressively from October 26, 2006.

New planet found in ‘Habitable Zone’

Astronomers at the University of California at Santa Cruz have discovered a new planet which is considered to be in the middle of the Habitable Zone of its parent star, a discovery which has raised the possibility of finding life on another planet. Researchers found the planet while conducting the Lick-Carnegie exoplanet survey of Gliese 581, a red dwarf. The planet, named ‘Gliese 581 g’, is approximately 20 light years away from Earth and is hypothesised to have a generally rocky landscape with enough gravitational pull to accumulate an atmosphere.

Steven Vogt of the University of California stated that Gliese 581g potentially has a gravitational pull similar to that of Earth, which would allow humans to walk around upright on its surface although human inhabitation of the planet is in no foreseeable future. Vogt observed that there is a significant possibility that life exists on Gliese 581 g.

“Personally, given the ubiquity and propensity of life to flourish wherever it can, I would say, my own personal feeling is that the chances of life on this planet are 100 per cent,” Vogt said. Only lichen, bacteria and other micro-organisms are expected to exist on the planet.

Gliese 581 g is thought to have a temperature range from extremely hot to freezing cold depending on the side with respect to its star. The average temperature is expected to range from ?31 to ?12 degrees Celsius.

Prior to this discovery, two other planets were discovered in the low or “cold” end and the high or “hot” end of the ‘Habitable Zone’, respectively, orbiting the same star.

U.S. House Ethics Committee to examine congressional press secretary vandalizing Wikipedia articles with government computer

Timothy Hill is the congressional press secretary working for U.S. Representative David Davis (R, TN-1) in Washington, D.C.

This news story originally broke as an article appearing within the August 11, 2007 edition of the Knoxville News-Sentinel (Tennessee) in which Hill first denied any personal involvement in the “blanking” vandalism of the Wikipedia articles David Davis (Tennessee politician) and Matthew Hill (Matthew Hill is a Representative within the Tennessee General Assembly and older brother of the press secretary) during a first interview with a KNS reporter. Hill later called back the KNS reporter for a second interview in which he reportedly admitted to using a government computer within the Washington, D.C. congressional office of U.S. Rep. David Davis to “edit” both the David Davis and Matthew Hill Wikipedia articles .

Hill repeatedly blanked six to eight paragraphs of reference text at each article pertaining to both U.S. Davis’ and Tennessee Rep. Matthew Hill’s political lobbying and/or campaign finance connections to Altace, Hoechst AGand former King Pharmaceuticals, Inc. CEO John M. Gregory. Hill’s Wikipedia article edits were then linked through the article histories back to Rep. Davis’s congressional office via an IP (internet protocol) number to the U.S. House of Representatives Information System.

Other interesting Wikipedia articles edited with the history detail revealing Rep. Davis Davis congressional office IP number (although not attributed to Hill) includes John Leslie (porn star) and sports professional Ray Jackson. The vandalism at the Jackson article was not directed toward the sports pro, but rather at a congressional staffer of the same name who is employed at the House Rules Committee.

The rules of the U.S. House Committee on Standards for Official Conduct (more popularly known as the U.S. House “Ethics Committee”) oversees ethics education and conducts investigations of ethical matters pertaining to House members of the U.S. Congress and the members’ congressional officers and staff members, including investigating within the scope of campaign activity:

  • No campaign activities allowed in any congressional office or room (including district offices)
  • No use of congressional office resources (including equipment, supplies, or files) for any campaign purpose

The scope of duties for a congressional press secretary is traditionally limited toward preparing internal documents within a congressional office (i.e.: “press releases”) that are later disseminated to the news media outlets, writing up and producing newsletters to mail to the constituents back within the congressional district, and serving as a contact person within a congressional office for news reporters.

There is also an IP number indication that U.S. Rep. David Davis’ congressional office has also been anonymously “shadowing” online blogs with at least one blog (The Tennessee Waltz) originating in East Tennessee with content that was critical toward Rep. Davis for his voting against the federal 2007 Animal Fighting Prohibition Act. The legislation passed this year without Davis’ vote and was signed into law by U.S. President Bush.

Andrea Muizelaar on fashion, anorexia, and life after ‘Top Model’

In the 18 months since Andrea Muizelaar was crowned winner of the reality TV series Canada’s Next Top Model, her life has been a complete whirlwind. From working in a dollar store in her hometown of Whitby, Ontario, to modeling haute couture in Toronto, she had reached her dream of becoming a true Top Model.

But at what cost? Unknown to casual television viewers, Muizelaar had been enveloped in the eating disorder anorexia nervosa, which inevitably became too much for her to bear. Australian murder victims killed in different ways

69-year-old grandfather John Walsh stands accused of murdering three victims in the small New South Wales town of Cowra. All victims were killed in different ways.

Media organisations have reported that the 69-year-old man killed his five year old grand daughter by drowning; her seven year old brother was killed by a blunt force trauma to the back of the head, and his wife was killed by multiple axe wounds to her body – including her head.

New South Wales Police could not confirm the post-mortem examination, saying that the results of the post-mortem examination are not expected to be finalised for a couple of days and may not be immediately made public.

The 69-year-old man, who went before Deniliquin Local Court on July 1, 2008, was refused bail and charged with three counts of murder and one count of attempted murder. He is currently in a special holding cell on 24-hour watch at the Junee Correctional Centre. A further appearance is due in Wagga Wagga Local Court via an audio-visual link on July 7, 2008.
