Nigeria’s cabinet dissolved by acting president

Nigeria’s acting president, Goodluck Jonathan, has announced the dissolution of the country’s cabinet.

In a statement after a cabinet meeting, Nigeria’s information minister, Dora Akunyili, said that “the acting president of the Federal Republic of Nigeria, Goodluck Jonathan, dissolved the Federal Executive Council [cabinet].” In the same statement, Akunyili said that Jonathan had provided no reason for the move, although analysts said that it was due to the impediment of the cabinet to Jonathan’s efforts to put his own mark on the office.

According to Akunyili, the move would not lead to a power vacuum, as the permanent secretaries will step up to take the positions vacated. Jonathan had taken over the role of acting president in February after President Umaru Yar’Adua temporarily stepped down due to sickness, and the cabinet had been entirely appointed by Yar’Adua.

In Akunyili’s statement, she said that an official statement from Jonathan as to the future of the cabinet would be released soon. Additionally, at some time in the future, Jonathan will submit to the National Assembly a list of his submissions for the next incarnation of the cabinet.

In a statement released from the president’s office, a spokesman said that it was “the prerogative of the president to change the cabinet whenever he feels the need to inject new blood, reinvigorate the cabinet and give it a new focus.” According to another, unnamed, government official, the cabinet had become paralyzed by infighting, impeding attempts of governance on major issues.

Yar’Adua has recently returned to Nigeria after being treated for a heart ailment in Saudi Arabia, but has made no public appearances. As a reflection of his impaired condition, Nigeria’s election next year has been brought forward three months, and the ruling People’s Democratic Party, of which both Yar’Adua and Jonathan belong to, has announced that its candidate in those elections will be a Muslim, preventing Jonathan, a Christian, from running. The decision follows a tradition of alternating between Muslim and Christian candidates, allowing each two four-year terms.

Volunteers endure bed-rest study

Tuesday, March 22, 2005Volunteers began a 60 day bed-rest marathon on March 19 to study simulated weightlessness effects on women astronauts. The study, Women International Space Simulation for Exploration(WISE), is conducted at the MEDES Space Clinic in Toulouse, France.

The 12 women, selected from 1600 applicants hailing from France,Great Britain, Germany, Finland, The Netherlands, Poland and the Czech Republic began the study after a 20 day screening for baseline comparison data as the study progressed.

The women will conduct all activities from eating, bathing, and reading while lying in hospital beds tilted headfirst at a six degree angle. This particular position, called head-down tilt bed rest was determined from previous studies to remove the vertical load of gravity on the body, inducing changes similar to what astronauts in a genuine weightless environment experience [1].

Long term exposure to weightlessness creates a number of physiological and psychological problems in astronauts such as:

  • Reduced capacity for physical exertion
  • Muscle atrophy
  • Affects of confinement and isolation
  • Impaired circulatory function

A total of 24 women will participate in the study. A second group of 12 will join in September.

Three groups of eight women each will be studied over the course of the two campaigns of bed rest. One group will serve as a control, receiving no specific treatments, the second will exercise, while the third will receive nutritional supplements.

The study is designed to fill in gaps of knowledge on the differences between men and women during extended weightlessness. It also aims to develop countermeasures for reducing the debilitating effects of long spaceflights.

Participating agencies in the study include the European Space Agency, NASA, the French Space Agency and the Canadian Space Agency.

2.Keep timely records

You can t keep track of the money that you received and spent if you will not have a record. Keep an accurate daily records of everything that you have transactions with. This way, you will be able to know the condition of the business financially. And do not forget to keep these records in an organized way.

3.Bank statement

Get bank statements every end of the month so that you can keep track if the records you have on hand, coincides with what is in bank. This way, you will also identify if you have properly accounted everything you need to account.

4.Be careful with checks

When you write checks, you have to be careful. Keep these checks in safe place always. Some people might steal these checks, and unfortunately you have your signatures in there. Even if some checks are written in error, do not just throw or put those anywhere. Those are still usable. Do not be so trusting with anybody, even your employees or bookkeeper. Keep your signatures so distinct and clear so that it will not be forged easily. Checks also play a vital part in your accounting.

5.Have a computerized system

We live in a high- technology generation where almost everything can be done and taken care of by a computer. Computers have more advantage than that of using manual, paper system. Computerized system allows you to keep records that will never be lost; you just need to backup it always. And computers allow computing easy for you.

Irish Finance Minister Donohoe criticises OECD’s global minimum corporate tax rate

On Tuesday, Finance Minister of Ireland Paschal Donohoe criticised talks co-ordinated by the Organisation for Economic Co-operation and Development (OECD) for a global minimum corporate tax rate, arguing smaller countries like Ireland “need to be able to use tax policy as a legitimate lever to compensate for the real, material and persistent advantage enjoyed by larger countries”.

Speaking to virtual attendees at a virtual seminar about international tax, Donohoe said any deal must “accommodate Ireland’s 12.5% rate”. This 12.5% rate benefits large corporations including Apple, Google and Facebook which account for one in eight jobs in the country. According to CNBC, corporate tax receipts in Ireland totalled €11.8 billion in 2020, and the Department of Finance has projected, according to The Irish Times that figure increase from €11.6 billion in 2021 to €12.5 billion by 2025.

Donohoe also said Ireland’s low taxes serve as an incentive to attract jobs and investment, saying while he supported an agreement with “appropriate and acceptable tax competition”, it must be lower than the 21% proposed by the United States.

Donohoe said nations should recognise the low tax rates present in Ireland and other small countries, citing “advantages of scale, location, resources, industrial heritage” present in larger ones. Defending his own long-established rate, Donohoe said a 12.5% rate is “within the ambit of healthy tax competition” as a rate which “stimulate[s] investment, growth and innovation, which are core to Ireland’s industrial policy”. According to The Guardian, current proposals would shrink Ireland’s corporate tax base by 20%; and tax receipts to be €2 billon lower than it would otherwise be in 2025, per Irish Department of Finance.

Brian Keegan, the director of public policy at Chartered Accountants Ireland said it was “not tax change, it’s political change”. Head of tax for the OECD Pascal Saint-Amans said “there is a new dynamic that is likely to bring us to a resolution”, and the US’ willingness to address expressed concerns simplifies an admittedly-complex blueprint.

A spokesperson for the Irish Department of Finance told CNBC on Monday “political level discussions on these issues have not yet taken place”.

The Guardian reported many companies in Ireland pay less on revenues as compared to other countries; with Apple paying as little as 0.005% in 2014. A European Commission ruling in 2016 ordered Apple to pay €13 billion it owed back taxes to the Government of Ireland ; it was struck down in July on the grounds “[t]he commission did not succeed in showing to the requisite legal standard that there was an advantage.”

Demonstrators protest Condoleezza Rice’s trip to Australia

Anti-war demonstrators in Sydney, Australia on Thursday dubbed U.S. Secretary of State Dr Condoleezza Rice a “war criminal” and “murderer.” Two protesters were evicted and five people were arrested during protests against the U.S.-led invasion of Iraq.

Dr Rice, on a three-day trip to Australia, said she understood why people found it hard to be positive about Iraq when all they saw on their television screens was violence.

Soon after Rice began her speech at the University of Sydney’s Conservatorium of Music, two protesters shouted from the rear of the auditorium, “Condoleezza Rice, you are a war criminal,” and “Iraqi blood is on your hands and you cannot wash that blood away.” Standing with their palms towards her, the young man and woman repeated their accusation until security intervened to remove them from the hall.

About 15 minutes into Rice’s address, a third protester appeared at a balcony door, interrupting her speech as she referred to freedom. “What kind of freedom are you talking about? You are a murderer,” said the demonstrator before he was quietly escorted from the hall. “I’m very glad to see that democracy is well and alive here at the university,” she said.

In her speech, Rice sought to justify the U.S. occupation of Iraq, describing Iraqis as now more free. One student asked about abuses committed by U.S. forces at the Abu Ghraib prison in Iraq. She said the abuses had made her “sick to her stomach.” However, she defended Guantanamo Bay, Cuba, where human rights groups say detainees are held in inhumane conditions and in detention flouting international laws.

Before Rice began her speech, about 50 protesters were gathered at the front gates of the Conservatorium. The group were confronted by police on horseback and by police dogs. Police used the horses to charge into the group of activists and push them back, as a police helicopter hovered.

A police spokeswoman said the group was blocking pedestrian access to the building and that police had spent more than 20 minutes warning them to move. The police then moved in and pushed the crowd back 20 metres. Police say five people have been charged with “hindering police in the execution of their duties.”

The “Stop the War Coalition” says Rice is a “war criminal” and is not welcome in Australia. The group’s spokeswoman, Anna Samson, says the protest is one of many planned in the lead-up to the third anniversary of the invasion and occupation of Iraq on March 20.

Paddy Gibson, from the University of Sydney’s Student’s Council, says the protest is in opposition to the Iraq war, and to the use of the University of Sydney’s campus to host Rice, “the most powerful woman in the world,” who they say is a war criminal. “They’re saying, ‘… you’ve got Sydney Uni’s support to stand up and peddle your murderous hate speeches,’ which is what we see it,” he said.

“You’ve got 180,000 people killed, as we said, for no other reason than strategic control of the region’s oil resources. And the anti-Muslim racism that’s been whipped up to justify this war is being felt by Sydney University students,” said Mr Gibson.

Irish National Pensions Reserve Fund gains 2.4% in first quarter

Ireland’s National Pensions Reserve Fund (NPRF) has posted a 2.4% return for the first quarter (9.6% annualized). On March 31, the funds value stood at €12.3bn, a rise of €290m (excluding state contributions) since December 31.

Donal Geaney, the fund’s chairman, told the press that growth in the past quarter had been driven by the Fund’s European equity investments.

Mr Geaney, former Élan CEO, has pursued a policy of diversification since February of this year, with the stated aim of placing a larger amount of the funds assets in companies with small market capitalizations and in property funds.

The fund was set up by the National Pensions Reserve Fund Act, 2000 to partially meet the expected rise in Irish pension costs from 2025 onwards.

Death toll, vehicle count rise in California truck pileup

So far, three people (including a baby) have been killed, and at least ten others were injured when two semi trucks collided in a tunnel on Interstate 5 (Newhall Pass) between Los Angeles and Santa Clarita California, United States in the late evening of October 12, setting off a chain reaction pileup that involved between 28 and 30 semi trucks and one passenger car. The wreck caused a massive fire that burned for over six hours. It was previously believed that only 13 semi trucks were involved.

“The fire burned in a very intense state for approximately four hours and basically consumed everything that was burnable,” said John Tripp the Fire Chief for L.A. county.

As a result of the crash, the Governor of California, Arnold Schwarzenegger issued a declaration of a state of emergency for Los Angeles County.

The debris has been removed and officials say that a full inspection will have to be done on the tunnel before it can be used again because the structure of the tunnel has been compromised. The tunnel passed inspection in June of 2006.

“The walls of the tunnel are fairly heavily damaged. None of the rebar appears to be melted, damaged at this point in time. But it’s completely separated from the walls in a number of areas, so we lose vertical support when that happens,” said California Department of Transportation official, Doug Failing.

Tripp added that more bodies could be buried in the wreckage, saying “…we’re going to have to do a very methodical search. There could be unfortunately more people that were not able to escape.” So far authorities have yet to identify the three people who were killed.

A full investigation is being conducted into what caused the crash.
