Swan in Fife, Scotland dies with H5N1 bird flu virus infection

It has been confirmed that tests done on a dead Mute Swan found in the village of Cellardyke in Fife, Scotland has tested positive for the deadly strain of H5N1 Bird Flu virus. The swan is believed to have been native to Scotland.

Two other swans found in Richmond Park in Glasgow are being tested for the H5N1 virus. They are among at least 14 other dead birds and 12 more swans found in Glasgow, that are being tested for the H5N1 virus.

This is the United Kingdom‘s first confirmed case of the H5N1 virus and would make the U.K. the 14th country to report the virus.

“The risk to humans has not changed by the fact that we have found the virus in the U.K.. There is a better chance of a person winning the national lottery than catching bird flu in the U.K. today,” said Doctor Jim Robertson from the National Institutes for Biological Standards and Control in a press conference.

“We also have to work on the assumption that there is some spread among wild birds. There is no doubt we are getting closer to the day when moving birds indoors will be necessary,” said former President of the British Veterinary Association, Bob McCracken. “The situation is that the virus is there, and it will probably continue to circulate among the birds. It will spread through close contact, irrespective of species. There is one big question mark: Will the virus disappear from wild birds after a period of six months, or will it still be present after a period of six years?” added McCracken.

McCracken also said that the virus could turn up in more birds saying, “I would start from the assumption that a small pool of wild birds in the Fife area are infected and potentially passing it on to other birds” and that seagulls could pose a threat of passing on the virus because they have been known to peck at the bodies of other dead birds that were infected. “We have to assume that,” he said.

In a statement by the Department for Environment, Food and Rural Affairs, released yesterday, the Scottish Executive confirmed that a “highly pathogenic H5 avian flu” virus was found in a sample taken from the dead swan.

The swan was discovered March 29, 2006 and has been confirmed as a domestic species and officials say that it may have caught the virus from another infected bird. Officials also report that the area where the swan has been found is being sealed off.

“In accordance with a recent EU decision the Scottish Executive is putting in place a protection zone of a minimum of three kilometres radius and a surveillance zone of 10 kilometers. Keepers of birds in the protection zone are being instructed to isolate their birds from wild birds, by taking them indoors where ever possible,” said the Scottish Executive in a statement.

Samples from the swan were sent to the European Union Bird Flu Laboratory at Weybridge.

“Bird keepers outside the protection zone should redouble their efforts to prepare for bringing their birds indoors if that becomes necessary. They must also review their biosecurity measures to ensure that all possible precautions have been taken,” said Charles Milne, Chief Veterinary Officer for Scotland yesterday in the statement.

An exercise named ‘Exercise Hawthorn’ was to prepare people for a possible pandemic was taking place yesterday and was halted just after the discovery of the dead swan. Officials were in the second phase of the exercise. Taking part in the exercises were the Ministry of Defence, the Association of Chief Police Officers, the Environment Agency and several other areas of the British government.

“I brought to an end the national avian influenza exercise to ensure that we can bring all our resources to bear on this situation. We are already in a high state of readiness and I have every confidence that officials north and south of the border will work together to manage this incident successfully,” said the United Kingdom’s Chief Veterinary Officer, Debby Reynolds.

However; today Reynolds stated “there is no reason for public health concern” and also stated that in order for Bird Flu to infect humans, it would require “extremely close contact with infected birds, particularly feces.”

According to the World Health Organization H5N1 has killed 109 people worldwide since 2003.

British man fully “recovers” from HIV

A 25 year old British man has been reported to have made a full recovery from the HIV virus . Andrew Stimpson did not take any drug treatments after being diagnosed with the virus in August 2002 and was found HIV negative in October 2003.

Stimpson’s two HIV tests were performed by the Chelsea and Westminster Healthcare NHS Trust. It has been reported that the hospital is standing by the validity of the two tests that have so far been performed. The hospital would like to perform additional tests that might reveal an explanation for the two contradictory test results. Tests used for diagnosis of HIV infection can produce false positive results. When this happens, additional testing is required in order to determine if there ever was an actual infection. Some news reports suggest that Stimpson may have had contact with someone known to be HIV-positive and that multiple HIV tests performed by a clinic all gave positive results for Stimpson before he was first tested by the Chelsea and Westminster hospital. However, Michael Hopkin of the British journal Nature, has reported that while Stimpson tested positive for antibodies to HIV in 2002, “tests done during more than two dozen visits in 2003 and 2004 proved negative for the antibodies”. This suggests that either HIV infection took an unusual course in Stimpson or the original test results indicating infection were a false positive.

Many similar cases have been reported in Africa, where the virus is widespread. Due to poor medical facilities all of these reports have been largely anecdotal—Mr Stimpson represents the first well documented case. However, until additional tests are performed it is impossible to know if the second test was a false negative. Dr. Andrew Grulich, who has a PhD in epidemiology and works at the National Centre in HIV Epidemiology and Clinical Research at the University of New South Wales has expressed doubt that Stimpson was cured of an HIV infection. In some infected patients, HIV levels can fall to undetectably low levels until their immune system is defeated and virus levels begin to rise.

This discovery may offer a promising new window into how the virus works and furthers hopes that one day a vaccine and/or cure will be found for the disease that is carried by around 35 million people worldwide.

Australian government provides $15.8 million for North Adelaide Technical College

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

Canadian union, railway reach last minute accord

The International Brotherhood of Electrical Workers (IBEW) and Canada National Railway (CN) have worked out a tentative agreement, avoiding a walkout scheduled for midnight on the 26th by 604 workers.

The previous contract expired 31 December 2003, and the union notified CN of their intent to strike 23 March. The IBEW members covered under the contract maintain the track signals, and radio and data networks which monitor the movement of trains.

Federal mediators helped facilitate the agreement, invited by both the union and company. Montreal-based CN announced the four-year deal via a Business-wire release, but withheld the terms of the agreement pending a ratification vote, but did say the agreement is retroactive to 1 January 2004.

CN resumed talks earlier in March with 1,750 engineers after the union and company agreed possible work stoppages would be after 12 May 2005. Track maintenance workers signed a 4-year contract deal with CN in February, as well as a tentative settlement with conductors, yard service employees and traffic co-ordinators. In 2004 a 28-day strike by 5,000 clerical and cargo terminal workers cost the company an estimate CA$24 million.

18 Motorcyclists killed during Bike Week

2006 was the deadliest Datona Beach Bike Week ever, with a total of 18 bikers being killed on Florida roads, according to the Florida Highway Patrol. This year’s festivities brought in about 500,000 bikers to the Daytona area, and 14 of those killed were from Florida. Walter Fliss, 51, had recently bought his motorcycle before being killed when he drove into a construction site. Another biker rode into a guardrail, and others were killed on their way home.

Irish airline Aer Lingus to cut more staff

Aer Lingus, an Irish airline, has announced that it will cut about 230 staff in the near future in compulsory job losses, bringing the total number of layoffs from the airline to 670. 440 other workers will face voluntary job losses.

The company believes the job reductions will save it 97 million euros. Chief Executive Officer Christoph Mueller said the move would start “within days” and the airline would return to profitability “relatively soon.”

The airline, which is Ireland’s second-largest, also announced today that its operating loss for last year went up by four times, to 81 million euros. The labour union IMPACT, which represents cabin crew for Aer Lingus, is to meet with the airline’s management tomorrow regarding the company’s move. The union also remarked that time available to “broker a solution is extremely limited.”

Aer Lingus revenue dropped to 1.21 billion euros after an eleven percent drop last year, according to the airline, even though passenger numbers increased to 10.4 million. According to the Bloomberg news service, Aer Lingus’ net cash reserves went down to 335 million euros.

Workplace reform campaign most expensive in Australian history

A senior Australian advertising executive says the Federal Government’s campaign to promote its workplace changes is the most costly in Australian history. Harold Mitchell from Mitchell and Partners says the Howard Government spent $26 million on TV advertising in October. The figure is more than any other entity including retailing giant Coles Myer.

In October, 11,000 commercials were part of the campaign to sell its Industrial Relations (IR) reforms. Mr Mitchell said he could not recall a larger single monthly spending spree in Australian advertising history.

“There’s never been a campaign in history as big as that,” he said. “It followed of course the ACTU campaign which was something like, maybe one fifth of that size.”

He said the Government was the second biggest advertiser in Australia this year, having spent an estimated $117 million from January to the end of October. Only the supermarket and department store group Coles Myer has spent more in the same period – $156 million. Coles Myer spent $19 million last month.

Of the Government’s October advertising bill, $15 million went on TV ads, a 168 per cent increase on the bill for October 2004. The advertising blitz followed the ACTU campaign against the changes, which Mr Mitchell says came in at about one-fifth of the government’s bill.

The Nielsen Media Research spokesman said the figures are estimates of the cost of placing the advertisements and did not include their production.

On top of the TV spots, the Federal government spent more than $20 million on outdoor and print advertising. Plus another $4 million to $5 million on a nationwide pamphlet mail-out.

At the current rate spending will overtake the record $211 million spent selling the Goods and Services Tax (GST) over four years, and leaves all Australian company spending on advertising in the shade. The Government has earmarked $55 million to the IR campaign.

The professor of marketing at Australian Graduate School of Management, John Roberts, said the intensity of the advertising had become counterproductive. He said people who disagreed with the policy simply had their feelings reinforced by the endless advertising, while others had become “habituated” by the deluge and ignored the ads.

“It’s hard to believe they have done any research on this,” he said. “There is this naive belief you get sometimes in management that if a campaign is not working properly you simply open the spigot a bit more, but it doesn’t work that way.”

Business groups have launched their own campaign supporting the changes too. Yet despite the spending on advertising, two polls this week attributed a sharp drop in the popularity of the Prime Minister, John Howard, and the Government, to the planned IR (WorkChoice) changes.

Australian Democrats workplace relations spokesman Andrew Murray “You just shouldn’t as a government be advertising prior to legislation before the Senate. It’s immoral,” Senator Murray said.

Opposition public accountability spokesman Kelvin Thomson said the campaign had cost taxpayers $1.7 million a day but had flopped, with Australians unconvinced that they would be better off under the changes. “It is an obscene waste of $55 million of public money used to fund a highly political flop,” Mr Thomson said.

20,000 Californian state workers may lose their jobs

On Tuesday, the US state of California announced it is ready to notify approximately twenty thousand state workers that they are being laid off. The announcement was made by a spokesman for California’s governor Arnold Schwarzenegger. The cuts would begin at the start of the fiscal year on July 1.

This comes after California lawmakers voted down a budget worth US$40 billion last weekend.

“In the absence of a budget, the governor has a responsibility to realise state savings any way he can,” said Aaron McLear, Schwarzenegger’s spokesman. “This is unfortunately a necessary decision.”

The state is also planning to put all remaining public work projects on hold, which could cost thousands of construction workers their jobs.

California has the world’s eighth largest economy. It has suffered from unemployment and the housing crisis, with Schwarzenegger declaring a fiscal emergency last December.

“We are dealing with a catastrophe of unbelievable proportions,” said Alan Lowenthal, a Democratic state senator from Long Beach.

The budget plan consisted of $11.4 billion in borrowing, $14.4 billion for temporary increases in taxes, and $15.1 billion dedicated for program cuts. The package initially appeared to have enough support to reach the two-thirds majority needed to make the bill a law, but fell short by a single vote. The Assembly was at one point in session for thirty hours, breaking the record for the longest legislative session in the history of the state.

Many Republican lawmakers say they disagree with the tax increases that are included as part of the budget package.

“People don’t realize where California is at — people are losing homes, people are losing jobs,” said Republican state senator Abel Maldonado.

“You’re not going to go back to the people’s pocketbooks to fuel that spending,” added Republican state senator Dennis Hollingsworth from Temecula.

Senate leader Darrell Steinberg wants another session on Tuesday, saying that he would put up the tax provisions of the budget proposal for a vote. “Bring a toothbrush, bring any necessities you want to bring, because I will not allow anyone to go home to resume their lives […] as long as we know […] that 20,000 people will be laid off,” he warned.
