NZ law exempts working farm dogs from embedded ID tag rule

New Zealand farmers have won a key victory in Parliament, with MPs voting to exempt Working farm dogs from microchipping legislation, passing 61:60.

The Federated Farmers debated the law for a long time, saying that the cost of microchipping all their dogs will be a huge cost and an inconvenience. Under previous legislation, all newly registered dogs were to have identification microchips embedded by July 1. The microchips in dogs are for owner identification, in case of attacks on humans. This law was introduced when Carolina Anderson, 7-year-old, was attacked in 2003.

Parliament has been debating several proposed amendments to the Local Government Law Reform bill, which aimed to change the microchipping requirement.

Blogger David Farrar says “It is very messy for the Government to lose the vote after piling so much pressure on.” In the end only Labour, Progressive plus New Zealand First voted for it.

The Green party split votes (rare for a party). Four Greens MPs voted for the farm dog exemption and two against.

The four Green MPs were – Sue Bradford, Keith Locke, Sue Kedgley and Nandor Tanczos. The Greens had previously proposed that only dangerous dogs should be microchipped.

Slow cooker is one of the versatile tools famous for making soups and stews. Cooking can be left unattended for hours. It has a removable pot made from ceramic glaze or porcelain, along with a lid and housing that contain a thermostatic electric heating element. Crock pots can both be utilized as a cooking container and a heat reservoir.

Operation

Slow cookers come in different sizes, from 16 oz to 7 quarts. There are different temperature settings used low, medium, high, and keep warm options.

Slow cookers typically operate at an approximate of 200 F in low setting. It is 300o F on high setting. Medium heat is qualified at 225o to 250o F,

Raw food with water or stock can be placed inside the pot, covered and switched on. Some foods need to be preheated. Some slow cookers can switch automatically from cooking to warming (160 F to 165 F). The heating element can stop at a constant temperature when maximum heat is reached. Vapor turns to liquid and transfers heat back to the food.

Cooking Techniques

Most slow cookers come with free recipe booklets and guidelines. Here are some methods that may help cooking with a crock pot:

Browning Meats Raw ground meats can be added directly to the crock pot, but browning it first will give better flavor and texture. It will also reduce meat fats. A roasted meat does not need to be browned at all.

Dried Beans There are 3 methods of cooking beans on a crock pot:

Beans can be cooked on a high-heat setting until tender.

Another way is to cook about 2 to 3 hours on high heat and switch to low-heat for the next 8 to 10 hours.

beans are cooked for about 2 hours in the traditional way. Turn off the crock pot and let it sit for about 8 to 24 hours. Other ingredients can be added. You can then cook this on low heat for about 8-12 hours until it is done. This method is best for baked beans because it allows the flavor to blend.

Vegetables Chop root crops like carrots and potatoes no larger than 1-inch thick. Chop thinly because they take longer to cook compared to leaf vegetables.

Rice and Pasta Cook rice with extra liquid or cup of uncooked grain rice for better results. Cook pasta only until it becomes slightly tender. Do not overcook.

Liquids Liquids easily evaporate in the cooking process. It is always safe to add a little extra when needed.

Herbs and Spices Spices and ground herbs easily lose taste when added early in the cooking process. It is best to add them when the dish is nearly done.

Soups To make a thinner soup, add more water after cooking. For milk-based soups, one or two cups of water is enough. Stir in milk during the last hours of cooking.

Most crock pot cooking can be made into one dish. Use a single pot to reduced washing chores. Cooking on lower temperatures make cleaning easier.

Pre-boil kidney beans first before cooking in a crock pot. Otherwise, it can cause food poisoning.

Hungarian state-owned enterprise acquires Hirtenberger Defence Group

On Monday, Hungarian daily newspaper Magyar Nemzet revealed a deal whereby, on October 29, Hungarian state-owned enterprise HDT Védelmi Ipari Kft. (HDT Limited) acquired Austrian mortar and shell manufacturer Hirtenberger Defence Group. Hirtenberger Defence Group also acknowledged the deal.

In the deal, Austrian, United Kingdom and New Zealand production sites are to be kept, with market sales expected to cover for the price in the long run. A government-guaranteed loan covered the costs, but the exact figure was kept secret.

The November 4 issue of Magyar Nemzet published an interview with Gáspár Maróth, the Hungarian Government commissioner responsible for defence, defence industries and coordinating defence modernization, in which the deal was announced. On the same day, the Hirtenberger Defence Group issued a corresponding press release.

While not naming any other bidders, Maróth said the Hungarian bid won after lengthy negotiations, out of mulitple competing offers. He said he expects no political turmoil between the neighboring Austria and Hungary over the sale. He also noted the acquisition fits into the Hungarian “outward investment” ((hu))Hungarian language: ?t?kekihelyezési strategy of Prime Minister Viktor Orbán.

The Austrian partner asked for the price to be kept secret, but the commissioner stated the purchase was financed by a loan, so it is not a burden on the state budget. With government resolution No. 1430/2019, the state issued an indemnity bond to cover for HDT’s 38.8 million euro loan, and daily Népszava covered the story with a headline pointing out that amount as the presumed price. The creditor Hungarian Development Bank is state-owned as well. Already-queued orders won’t leave idle capacity for some years, Maróth said, and paying back this loan seems realistic; unnamed industry experts called this dubious to Népszava, as the market is saturated and margins are thin, while noting this kind of equipment is needed by the Defence Forces.

The company structure remains unchanged and all sites continue to operate, but Hungarian engineers are to join the research and development team. Maróth pointed out it would have been much more costly and time-consuming to research mortar technology than to acquire it this way. Népszava noted the purchase appeared to circumvent the Ministry of Defence. HDT Limited was registered on August 6, 2019 and is under the aegis of Hungarian National Asset Management, Inc.

To modernize its military, in 2018, Hungary licensed Czech firearm technology and started assembling firearms in Kiskunfélegyháza, then agreed with Airbus to open a helicopter parts factory as a joint venture in Gyula.

According to a March 14, 2019 NATO press release, Hungary spent an estimated 1.15% of its GDP on military expenditures in 2018; NATO guidelines call for 2%. New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

A recent clinical trial has some health news for those who don t like prescription drug side effects: try a massage the next time you have low back pain.

Researchers at the National Center for Complementary and Alternative Medicine (part of the U.S. National Institutes of Health) recruited 401 patients for the clinical trial. The study participants were mostly middle-aged, female and white. All suffered from chronic low back pain.

The participants were randomly assigned to one of the three groups: structural massage; relaxation massage; or usual care. Those in the massage groups were given hour-long massage treatments weekly for 10 weeks.

The research team found that, at 10 weeks, more than one-third of those who received either type of massage said their back pain was much better or gone, compared to only one in 25 patients who received usual care! Those in the massage groups were also twice as likely in that period to report other health benefits. They spent fewer days in bed, used less anti-inflammatory medication, and engaged in more activity than the standard care group. After six months, both types of massage were still linked to improved function.

The researchers noted that most Americans will experience low back pain during their lifetime. They were particularly excited about this study because one huge benefit of massage therapy is that it is relative safe compared to other treatments. During the trial, only one of 10 patients felt pain during or after massage, but most of those thought it was a good pain.

Was there any difference between structural massage and relaxation massage when it came to easing low back pain? The research team initially thought structural massage, which manipulates specific pain-related back muscles and ligaments, would prove superior to relaxation massage. Relaxation massage or Swedish massage aims to promote a feeling of body-wide relaxation. Both massage types proved equally effective.

The researchers did note, however, that structural massage requires more training and may be more likely to be paid for by health insurance plans.

Death toll from Brazil mudslides rises to sixty

At least sixty people have been confirmed dead after mudslides in southeastern Brazil, mostly on Ilha Grande, caused by torrential rainfall.

Rescue efforts are still continuing in the state of Rio de Janeiro for people feared to be buried under houses, which collapsed due to the deluge of mud and rain. Rescuers used shovels and heavy machinery to dig through the rubble.

Colonel Jerri Andrade, who is supervising the rescuers, commented on the current status of rescue efforts. “The weather is improving, which helps us with the search, but we won’t rest as long as we suspect that there are more bodies underneath the remains.”

More rain is forecast in the days ahead, making additional mudslides a possibility. The authorities have warned that the death toll could increase as more bodies are found. Three days of mourning were declared in the Rio de Janeiro greater area, and celebrations scheduled for January 6 were called off.

Joe McElderry wins UK X Factor final

Joe McElderry has won the sixth series of the UK X Factor, in a hotly contested final with Olly Murs, after the third finalist, Stacey Solomon was voted off last night. McElderry was the favourite earlier this evening with odds of 2/9 from both Ladbrokes and William Hill, compared to 3/1 odds for Murs. Joe’s family had clubbed together to bet on his winning the show, even before the first live show was aired, at odds of 14/1. They are expected to receive approximately £14,000.

On Saturday night, McElderry sung Don’t Let The Sun Go Down On Me with George Michael, who said that Joe “rose to the occasion…I think he’s got a great future.” He also received a video message from Kylie Minogue after his performance, in which she said “I’m sending you lots of love and kisses. Have fun.” McElderry is from South Shields, Newcastle and born in 1991, began singing at 14. He auditioned for The X Factor in 2007, but felt too young when compared to the other contestants. Together with Lloyd Daniels and Rikki Loney he was mentored by Cheryl Cole, one of the four X Factor judges.

The weekend’s prime time shows are expected to have had more than 18 million viewers, with one analyst estimating £100m of revenue going to ITV from the autumn show. ITV also hope that it will aid in turning around their declining revenue.

As is tradition, McElderry will release a single next week in an attempt to gain the Christmas Number 1 chart spot. In recent years, the X Factor single has always gained that accolade.

Oklahoma trooper on leave after altercation with ambulance personnel

An Oklahoma police officer is on paid administrative leave, following an altercation with ambulance personnel while they were transporting a patient to the hospital. Trooper Daniel Martin, a member of the Oklahoma Highway Patrol (OHP), was caught on video by his police vehicle’s dashboard-camera in a physical struggle with paramedic Maurice White, Jr. after Martin pulled the ambulance over. Martin had previously passed the ambulance while en route to another call, but came back and pulled over the ambulance. The incident occurred on May 24, and footage from the police dash-cam was released following a tort claim filed by paramedic White.

It has also been suggested that the previous call had in-fact been to pick up his wife from a police station who was then present in the car during the incident between Martin and the ambulance.

Footage by the OHP released Friday shows the ambulance personnel repeatedly informing Trooper Martin that they have a patient in the back of the ambulance that they are in the midst of transporting to the hospital. Martin yells at the ambulance driver for making what he claims was an obscene gesture – the ambulance driver asserts he raised both hands signalling confusion at the police officer’s actions. Trooper Martin can be heard telling the ambulance driver “I’m going to give you a ticket for failure to yield, and when I go by you saying ‘What’s going on?’ you don’t need to give me no hand gestures now, I ain’t going to put up with that [expletive], do you understand me?”

The video from the police dash-cam is eight minutes long, and paramedic White can be seen twice being pushed up against his ambulance by Trooper Martin. In one instance, Martin shoves White up against the ambulance while gripping his neck tightly with his other hand. In a written statement, paramedic White described the hold placed on him by the Trooper, stating “he engaged my trachea in a claw-like grip digging his nail into my neck while partially shutting off my air supply.”

[Paramedic Maurice White, Jr.] never once became aggressive to that trooper.

The sister of the patient in the ambulance, Clara Harper, was following the ambulance and witnessed the incident. Harper later viewed the footage from the police dash-cam, and she stated to Tulsa World paramedic White “never once became aggressive to that trooper.” She asserted that “He did nothing wrong.” After the ambulance was allowed to continue transporting the patient to the hospital, Harper got into the ambulance to be with her sister. “She was scared, and I was trying to calm her down and telling her everything was going to be all right,” said Harper.

My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.

Paramedic White was interviewed by KOKI-TV, and recounted his thoughts as the incident was taking place. He stated his main concern was for his ambulance patient: “It was surrealistic because I’ve never had such an experience. My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.” White’s attorney told KOKI-TV that if White deemed the arrest to be unlawful, he had the right to resist it. White is a paramedic for Creek Nation Emergency Medical Services in Oklahoma. He told FOX News he was surprised at the actions of the police trooper. “He’s taken an oath, just as I have, to protect and serve. I could not believe that this was happening,” said White.

The Oklahoma Department of Public Safety decided to release the police dash-cam video publicly after amateur video of the incident was posted to the video-sharing website YouTube. Captain Chris West, spokesman for the OHP, explained why the video was not released earlier. “We’ve been well aware of the fact that this incident has drawn enormous attention, but made the decision to protect the integrity of the investigation, any and all relevant evidence, as well as the rights of the department employees,” said West. Prior to the release of the dash-cam video, a relative of the patient had posted video of the incident to YouTube. The son of the ambulance patient can be seen in a video stating to the camera “Highway patrolman pulled over my mom’s ambulance because he’s mad we didn’t pull over, and he tried to arrest … the EMT from taking my mother to the hospital.”

One man is there protecting a patient and one man is there abusing his authority and throwing his weight around.

Richard O’Carroll, the lawyer for paramedic White, said that Trooper Martin abused his authority as a police officer. “Everything on this needs to relate back to why are we here? One man is there protecting a patient and one man is there abusing his authority and throwing his weight around,” said O’Carroll. White’s attorney filed a tort claim on behalf of his client in order to get the video of the police vehicle’s dash-cam released. Trooper Martin’s lawyer says he did not realize a patient was in the ambulance at the time of the incident.

O’Carroll explained the decision of paramedic White not to use sirens while transporting his patient to the hospital: “There was a reason he wasn’t running sirens. There was a suggestion of chest pains and a heart condition and sirens aggravate these conditions by increasing the blood pressure.” However the attorney for Trooper Martin, Gary James, said that the ambulance was not exempt from regulations because it did not have its sirens on. “If they’re not running their sirens or lights, they don’t get afforded any emergency vehicle exemptions,” said James. The OHP chief is handling an internal review into the incident. As of June 1, Trooper Martin has been on paid administrative leave.
